2023 TAX SEASON INFORMATION

2023 TAX TICKETS HAVE BEEN MAILED .

Teresa S. Brown, Alleghany County Treasurer, has announced that real estate, personal property, and refuse bills have been mailed. The due date remains December 5th, 2023. Additionally, residents of Clifton Forge and Iron Gate will be receiving tax tickets from their respective towns.

 According to Brown, “ Section 58.1-3926 Code of Virginia, failure to receive a tax ticket does not relieve the taxpayer of the penalty or interest that will accumulate due to late payment. “

All vehicles owned on January 1, 2023 will be taxed for the full year. Each motor vehicle the taxpayer has licensed in the State of Virginia with a jurisdiction of Alleghany County will also be charged a motor vehicle fee. The fee amount is listed on the personal property bill and added to the amount due.

“If you do not receive a tax ticket for your real estate and you have a mortgage escrow account, then it could have been mailed to your mortgage company for payment, “ said Brown. “If you receive a real estate tax ticket, and your bank should be remitting the payment, please notify your bank/mortgage company and advise them of the situation and forward the ticket to them so they can send the payment. Under Section 58.1-3912 Code of Virginia, it is the responsibility of the mortgage company to ask for the tax ticket in writing from the Treasurer’s Office. If the property has been sold, the tax statement should be forwarded to the new owner or sent to the lawyer who handled the property closing settlement process so that they may forward the statement to the current owner.”

The Refuse Fee amount for 2023 is $80.00. The refuse fee is billed to the owner(s) of record as of July 1st of each year. A separate bill will be mailed with your real estate tax tickets and due on or before the December 5, 2023 deadline. The landowner is responsible for payment; no refuse bills will be sent to a mortgage company.  Any questions regarding the assessment of the refuse fee should be directed to the Alleghany County Administrator’s Office at 540-863-6600.

In a continuing effort to improve customer payment options Brown also announces the Alleghany County Treasurer’s Payment Portal available online or by phone. This option allows the taxpayer to pay by credit, debit or echeck. The portal can be accessed online at www.msbpay.com/AlleghanyCountyTreasurer or through the Quick Link on Alleghany County’s website. Pay by phone at 1-833-303-6687. Also credit and debit cards are accepted at the counter in the Treasurer’s Office. (A convenience fee will be charged.)

Mail In or Drop Box Payments: Taxpayers may write one check for all payments due to the county and are asked to include the bottom portion of the tax ticket for all bills. Payments postmarked by December 5, 2023 will be considered timely payments. In the event that taxes are delinquent, the oldest tax must be paid first.

Tax Relief

Senior Citizens and Disability Real Estate Tax Relief: Your County Government provides a tax relief program for the elderly, based on income and net worth. This program is administered by the Commissioner of the Revenue.

Land Use Assessment: The Land Use Assessment Program for tracts of five acres or more is designed to preserve farm land, as well as wooded and horticultural areas in the County. Tax assessments under the Land Use Program are generally lower than those at fair market value. The program is a deferral of taxes and not a total abatement. Taxpayers who are interested in participating can obtain information from the Commissioner of the Revenue as to the qualifying acreage and specific application fees and deadlines.

Vehicle License Fee

Beginning, January 1, 2012 the vehicle license fee shall commence on January 1 of each year and shall expire at 12:00 midnight on December 31 of the same year. License fees for the transition year of January 1 through December 31, 2012, shall be prorated for all motor vehicles with a current county license decal that expires April 14, 2012. For those vehicles with a license decal expiring on April 14, 2012, the license fee shall be 0.66 times the license fee rate for 2012. No other prorations shall be made.

Miscellaneous Taxes

Dog Tags: All dogs, four months or older, must have a County dog tag. These are sold all year in the Treasurer’s Office. You must provide proof of your dog’s rabies vaccination. The annual deadline for purchasing a dog license is January 31.

Business License Tax: The Commissioner of the Revenue administers an annual tax on businesses located in the County. Licenses are issued for each calendar year. The tax is based on the gross receipts of the previous calendar year. For further information, please contact the Commissioner of the Revenue’s Office at (540) 863-6640.

Meals Tax: Any person selling prepared food consumed on or off the sellers’ premises is required to register and collect a 4% meals tax. Remittance will be made on or before the twentieth day of each month covering the amount of tax collected during the preceding month. Forms may be obtained from the Commissioner of the Revenue. Payments should be made to the Alleghany County Treasurer.

State and Estimated Income Tax: May be filed with the Commissioner of the Revenue. Payments are made to the Treasurer.

Personal Property Tax Relief Act (PPTRA)

Personal Property Tax Relief Act: Tax on the first $20,000 of value of your personal car, motorcycle, and pickup or panel truck under 7,501 pounds, which is a qualifying vehicle, has been reduced by 27.5% in 1999. In future years it is scheduled to be reduced by 47.5% for the year 2000, 70% for 2001, and 70% for 2002. For qualifying vehicles valued at $1,000 or less, your obligation to pay this tax has been eliminated. These reductions are based on local tax rates in effect on August 1, 1997. Vehicles are qualified by the Commissioner of the Revenue.
