County Administrator’s Office

The County Administrator’s Office is located in the Alleghany County Governmental Complex located off of I-64 Exit 21 at 9212 Winterberry Avenue, Covington, VA 24426.  Correspondence should be sent to County Administration staff at this address.  The phone number for the Administration office is (540) 863-6600 and the fax number is (540) 863-6606.

Administration and Support Staff

Reid Walters, County Administrator    

The County Administrator is appointed by the Board of Supervisors to manage and coordinate the overall day-to-day operations and activities of the County government. The County Administrator also serves as the chief advisor to the Board and conducts County business in accordance with Board policy. Duties include executing all policies established by the Board or mandated by the State, preparing and administering the budget, and supervising the function of County departments. The County Administrator also has primary responsibility for personnel administration, including hiring and removal of staff, staff organization, employee performance, review of proposed personnel actions, and interpretation of personnel policies.

 

Jim H. Guynn, Jr., County Attorney      

The County Attorney is an appointed position by the Board of Supervisors and is responsible for legal matters involving the County. Civil duties of the Attorney include advising and representing the Board, Board appointed commissions, County departments, and County employees in their official capacities, drafting and/or preparing County ordinances, and defending or bringing action in which the County is a party. All communications to the County Attorney should be made through the County Administrator’s Office.

 

Jonathan Fitch, Director of Public Safety 

The Director of Public Safety is hired by the County Administrator to manage the planning, coordination, and implementation of E-911 and emergency operations.  The Director acts as the liaison between County government and Emergency Services and works to ensure that all first responders have the equipment required to effectively respond to the needs of the public.  Other duties include managing the emergency communications system, managing Homeland Security Grant monies and equipment, preparing and administering operational budgets and grants, working with various State and Federal agencies to ensure compliance with codes and regulations, maintaining the E-911 address system, oversight of the E-911 Communication Center, and hazard control and mitigation.

 

Melissa Munsey, Assistant to the County Administrator/Deputy Clerk to the Board   

The Assistant to the County Administrator/Deputy Clerk to the Board is hired by the County Administrator.  Mrs. Munsey is responsible for managing the work flow of the Board office, Board of Supervisor agenda and minute preparation, resolution and ordinance preparation, records management and retention, preparation of correspondence for Board members and the County Administrator, maintaining information on board/commission memberships, and project assistance for the County Administrator.  Mrs. Munsey is also the public contact for requests to add roads into the VDOT Secondary System, as well as the abandonment of roads and alleys.  She also oversees housing programs administered by the County.
